TWO DIFFERENT PRODUCTS WITH DIFFERENT COSTS. Which one THE REQUIREMENT ACTUALLY DESCRIBES, asked BEFORE ANYTHING IS BUILT. "It should work on mobile" is one sentence covering two projects, and the difference between them is a factor of several — so it is worth ten minutes before it is worth any code. RESPONSIVE MEANS THE SAME APPLICATION, IN A BROWSER, LAID OUT FOR THE SCREEN IT IS ON. One codebase, one deployment, no store, no installation. It is what this product does well and it is what almost every requirement actually means. A MOBILE APPLICATION MEANS SOMETHING INSTALLED, WITH A DIFFERENT LIFECYCLE ENTIRELY. Distribution, versions on people's devices you cannot update at will, store review, and users running last quarter's build. That is a permanent operational commitment rather than a layout exercise.
