WHO, DOING WHAT, SINCE WHEN, AND COMPARED TO WHAT. Four questions that convert a complaint into something you can investigate. "The system is slow" is not a problem statement — it is an emotion with a system attached, and investigating it directly is how a week disappears. WHO? Everybody, one department, or one person? Everybody points at something shared — the database, a server, the network. One department points at what they use, which may be a single report or the Forms interface, and is Module 10 Lesson 7's shape. One person is usually not a system problem at all and needs a completely different conversation. DOING WHAT? One screen, one report, or everything? "Everything" and "this one report" are different investigations, and people say "everything" while meaning the two screens they use. SINCE WHEN? This morning, or gradually over months?
