Why a user cannot see a function

A DIAGNOSTIC SEQUENCE rather than a list of causes. Six checks, IN THE ORDER THAT SETTLES IT FASTEST. "I cannot see the function" has six plausible causes and the order matters, because each check eliminates a group rather than testing one possibility. ONE: ARE THEY USING THE RIGHT RESPONSIBILITY? A person holding four responsibilities is signed in under one of them, and the function lives in another. This is the answer far more often than anything else in the list, it takes ten seconds, and it is skipped because it feels too obvious to ask. TWO: DO THEY HOLD THE RESPONSIBILITY THAT CONTAINS IT — AND IS THAT GRANT STILL CURRENT? A grant can be end-dated, so it exists in the record and is no longer active.
