Multiple identity providers in one domain

The use case — an acquisition, a partner population, a transition between providers. Configure a second identity provider, configure how users are routed to the right one, test both routes, and show the administrator route still available. The most common real reason is a merger or a provider migration. Both are TRANSITIONAL states that last longer than anyone plans — which is why they need documenting as though they were permanent. Routing rules need documenting. In eighteen months nobody will remember why there are two.
