A choice that makes you the permanent owner of a report is usually the wrong choice, and the tools differ sharply on this. An OTBI analysis can be maintained by a competent business user. Adding a column, changing a filter, building a variant for another team — all of it happens without a consultant, in a tool they already use. That is the single strongest argument for OTBI and it is rarely the argument people make; they argue about features. A BI Publisher report cannot be maintained by anybody but a technical consultant. The data model is SQL, the template is a document with a field syntax, and the two have to agree. Changing one column means somebody who understands both, and if that person has left the project it means a change request.
