Data security versus function security

Function security decides which PAGE opens. Data security decides which ROWS appear on it. Two independent gates, and a user has to pass both. Function security is the role, the duty, the privilege — the chain from the previous lesson. Data security is a separate structure entirely: ledgers, business units, asset books, security profiles in HCM. A user can hold every privilege the page needs and still see an empty table, because nothing in their data security matches the rows. CONFUSING THE TWO PRODUCES THE COMMONEST WRONG FIX IN FUSION. The report comes back empty, somebody assumes an access problem, and a role gets granted. Sometimes the extra role happens to carry data access as well and the symptom disappears — which is worse than it not working, because now the fix looks correct and a user is carrying a job role they should not have.
