AGAINST FUSION, VISUAL BUILDER IS THE EXTENSION TOOL AND SOME ENTITLEMENT COMES WITH FUSION SUBSCRIPTIONS. The important word is SOME: an entitlement scoped to extending Fusion is not the same as a general-purpose Visual Builder instance for building whatever you like.
