The determination process

Seven steps, and the order is the whole point. Determine applicability — does any tax apply at all? Determine place of supply — whose rules govern? Determine tax registration — which one is used? Then status, then rate, then taxable basis, then calculate. Each step's output feeds the next. If step one says not applicable, nothing downstream runs — which is precisely why tax silently does not appear. There is no error because nothing failed; the pipeline stopped at the first gate. Every step gets its answer from either a default you set or a rule you wrote. Both options exist at every step, which is the subject of the next lesson. The payoff here is a real invoice traced through all seven steps in the tax simulator, slowly. And the rule that comes out of it: when tax is wrong, find which step went wrong first. Do not debug
