Cost component mappings

Create a mapping set, map components to elements, show a default mapping and an item-specific one, show what happens when a component has no mapping, and assign the mapping to the cost organization. The mapping is what turns incoming costs into the categories on the breakdown. Unmapped components either fall to a default or fail. Know which. Keep the mapping simple. Complexity here is invisible and unmaintainable — nobody looks at a mapping set until something is wrong.
