Creating business units and assigning functions

Create the first business unit, assign it a default set and a legal entity, then assign its business functions — billing and revenue management, payables invoicing, payables payment, expense management, customer contract management — pausing on each to say what enabling it switches on. Create two more business units per your design, assign reference data sets per business unit, and assign a user to business unit data access to demonstrate the effect. Business functions are the switch that makes a business unit appear in a module. If a business unit does not show up in the Payables setup, it is because the payables function is not assigned. This is a top-five support question and a one-minute fix once you know it. Functions can be added later. Removing them once transactions exist is not practical.
