Cross-validation rules spreadsheet

Download the template, define three rules in the spreadsheet, upload them, and verify them against the rules you built by hand earlier. Then run the existing-combinations validation report. Rules created here behave identically to manual ones — there is no second-class version. This is purely a speed tool, and it has the best effort-to-value ratio of anything in this module: cross-validation rules are tedious to enter one at a time and trivial to express in a row.
