Grade ladders and progression

Create a grade ladder of grade type, then one of grade-step type. Sequence the grades or steps, attach rates, show how progression is used, and demonstrate a worker moving up a step. Ladders make progression structured and reportable. Without them, progression is a manual assignment change with no audit trail of the path — you can see where somebody is, and not how they got there.
