Grade rates

Create a grade rate for one LDG with minimum, midpoint and maximum. Create step rates for the stepped grade. Create a second rate set for a second LDG, in a different currency. Show effective-dated rate changes for an annual review, and where rates surface in a compensation context. Rates are per LDG. Four countries means four rate sets. That is the LDG decision from the legal structures module showing its cost, and naming it out loud is what makes the earlier lesson land retrospectively. Effective-date rates rather than overwriting them. It preserves history for pay equity analysis — and pay equity analysis is exactly the work that gets requested with no notice.
