Reconciliation and cutover

What must reconcile: headcount by legal employer, by country, by department, by assignment status, plus FTE totals, plus counts of each work relationship type. Those last two matter because they catch different errors — FTE catches part-time and concurrent assignment mistakes that a headcount will not. HR signs the reconciliation, not IT. They are the ones who know the number should be one thousand two hundred and forty-seven and not one thousand two hundred and fifty-one. IT can confirm that what was in the file is now in the system; only HR can confirm that what was in the file was right. Those are different questions, and only one of them is about the migration. Build the reconciliation pack during design, not at cutover. At three in the morning you want to be filling a template in, not designing one.
