Open Manage Resource Rates and create. Select the scenario, the plant and the resource, add a detail row with cost element, expense pool and rate, and set rates for the labour and equipment resources. Then show a resource with no rate, and the consequence, and verify against the resources list. A resource with no rate contributes nothing to cost. The roll-up succeeds and the cost is silently understated. Check every resource has a rate before rolling up — that verification is the first acceptance criterion in the lab. Rates come from Finance — a fully loaded labour rate, a machine rate including depreciation and power. They are not something you estimate. Rates are per plant. Two plants with different labour costs need two sets.
