Open receiving parameters for the organization, set the default routing, set over-receipt and early or late receipt tolerances and the action on breach, set receipt number generation, set the default receiving subinventory and locator, save, and repeat for the second organization. Tolerances are a control the client must decide. How much over-delivery do you accept without approval? Ask the materials manager and the controller. They will give different answers, and both need to hear the other — that is the meeting, not two separate conversations. Action on breach — warn or reject — is a culture decision. Reject stops the receiving dock. Warn lets things through. Put it in those terms; it makes the trade-off concrete for a client who would otherwise pick "reject" because it sounds rigorous.
