Pick confirm and staging

Confirm the pick, show material moving to the staging subinventory, handle a short pick by confirming less than requested, show backorder behaviour, and view staged material. Staged material is still yours, still on the balance sheet, and no longer available. Clients often want a staging report; build it — same shape as the receiving area report from the last module, and the same reason it is missing. Short picks are routine. The behaviour on shortage — backorder or ship partial — is a business rule to confirm, not a default to accept.
