Create locations with addresses validated against your geographies, set the location set, associate legal employers, configure the attributes including inactive date behaviour, and see where locations surface: on assignments, on positions, on calendar event coverage. Location set assignment is where the global-versus-local reference data decision becomes visible. A location in the common set appears everywhere; in a country set, only there. That is the abstract argument from the reference data lesson with something concrete on screen. Remote workers need a modelling decision, and there are two patterns: a generic remote location per country, or the worker's home address. Both have trade-offs, and this comes up in every implementation now while the documentation predates it — so you will not find the answer by reading.
