Two financial plan types minimum — an approved budget and a working forecast — with the plan type count justified. Justified against who maintains each, which is the first acceptance criterion. Generation options configured so a forecast can be produced from actuals plus remaining plan. Currency and rate settings, including a plan that uses standard rates rather than actual rates, with reasoning. Budgetary control at ADVISORY level, with a transaction demonstrating the warning. Approval workflow on the budget plan type, with escalation. And evidence: a plan generated, submitted, approved and baselined — and a forecast regenerated from actuals.
