Create a labour resource that is NOT a named person — a generic role placeholder for planning. Create an expense resource for planning non-labour spend on the execution side. Show both used in a project plan, and show a generic resource later replaced by a named person. GENERIC LABOUR RESOURCES ARE HOW A PROJECT MANAGER PLANS BEFORE STAFFING IS KNOWN. "Senior Consultant × 2" now, actual names later. This is essential and frequently not configured — and without it, a bid-stage plan cannot be built at all. Expense resources let a project manager plan travel and other costs on the execution side without touching the financial plan. The generic-to-named replacement is the mobilization workflow. Show it — that step is the lesson, and it is the same bid-to-mobilization behaviour the RBS formats in Module 8 were designed for.
