"The resource is not available to staff." Check in this order. One. Is the person a project enterprise resource? Two. Has the maintenance process run since they joined? Three. Are they in a resource pool? Four. Does their calendar show availability? Five. Are they already committed to another assignment? Six. Do you have access to that pool? Then seven cases. One. "A new joiner cannot be staffed." The maintenance process was not run, or not scheduled. Two. "A leaver still appears as available." Same cause, other direction. More embarrassing. Three. "Staffing requests go nowhere." The pool has no manager. Four. "Utilization looks wrong." Target set incorrectly — or the denominator includes something it should not. Check the DEFINITION before the configuration; the argument is usually about what counts, not about a number. Five. "Project managers plan in a spreadsheet." THE TOOL IS HARDER THAN THE SPREADSHEET.
