Manage resource pools — create a pool hierarchy, assign resources to pools, set the pool manager, and show the pool manager's view of their resources. Show a staffing request routed to a pool, and show pool-level utilization. POOLS ARE HOW STAFFING REQUESTS FIND THE RIGHT RESOURCE MANAGER. A request for a data engineer goes to whoever manages that pool. Pool structure usually mirrors the delivery organization but does not have to. Design it around WHO DOES THE STAFFING.
