Driven by — the reports come first and the taxonomy is derived from them. Expenditure categories and revenue categories, with a written note on where they deliberately differ. At least twelve expenditure types, with correct classes and units of measure. Two nonlabor resources with organization assignments. Project roles reflecting Meridian's delivery structure. A written note on which reports each category serves. And evidence: a transaction coded to an expenditure type — and one FAILING because the class was not allowed. Four acceptance criteria, and two of them are ceilings rather than floors. Every expenditure type traces to a line on a stated report. Every one.
