Position approvals

Enable approvals for position creation and change, build a routing rule, submit a position change and approve it, then show rejection and resubmission and the approval history. Position changes affect headcount and budget, so clients with position control almost always want approval on them — expect the requirement rather than raising it as a question. Keep approval rules simple at first. Two tiers. Expand only with evidence — a rule added because somebody imagined a case is a rule nobody can explain later. And every rule needs an escalation and a delegate, or requests sit in a leaver's queue and the first anybody knows is a recruitment complaint.
