"I cannot create a project." Check in this order. One. Does the business unit have the project accounting business function? Two. Is the project unit associated with that business unit? Three. Is the owning organization classified as project-and-task-owning? Four. Is that organization in the hierarchy assigned to this business unit? Five. Is the classification effective on the date you are using? Six. Do you have business unit and project unit access? Note that three and four are two different checks. That is the whole of failure case two. Then eight cases. One. "The business unit does not appear in PPM setup." The project accounting business function is not enabled. Two. "The owning organization is not in the list." Classified but not in the hierarchy — or in the hierarchy but not classified. Check both. People do one. Three.
