Review the common reference data set. Show business unit set assignments and which PPM objects are set-enabled, then project unit set assignments. Create a second set and assign it, to demonstrate partitioning, then create a set-enabled object in each and show the visibility difference. The design rule is the same as everywhere in this catalogue: start with everything in the common set. Create additional sets only for a stated, concrete requirement. BOTH business units AND project units carry set assignments, for different object types. Document the matrix; it is easy to configure inconsistently. Changing set assignment after objects are in use is disruptive.
