What a business unit does in HCM specifically: it scopes reference data sets and provides a security and reporting dimension. It is not the same object it is in Financials, where it drives transaction processing — and if you took that course, this is a place where prior knowledge actively misleads. Then granularity. Fewer is better until a specific requirement forces more. Legitimate drivers: distinct reference data needs, security scoping, distinct operating models. Not legitimate: department structure, geography for its own sake, tidiness. And the global-versus-country question, worked honestly. One global business unit means shared jobs and grades and simpler maintenance; country business units mean local reference data and cleaner security. Both are defensible, and the deciding question is whether jobs and grades are genuinely global. Then the build: create the business units, assign the default reference data set, set the location and manager, and review.
